I inferred that she knew because LaCroix had done this
kind of thing before: targetted men who had the bad
luck to look like his father.

Didn't Rosebud explain a few years back that the waltz was Fred Mollin's?
Or am I remembering this incorrectly?

Does it help at all to know that Tracy died doing what a good cop should do--
backing up her partner and the Nick and Nat died trying to have a life
together?

Tracy's the only one responsible for her death. Reese told/ordered her to
stay out of the locker room, to stay put. She disobeyed.
Nick had the bad guy lowering his weapon, about to surrender when he saw
Tracy and started shooting.
Had Tracy not been there, there would've been no shooting, and she would not
have been shot.
