First, I'm not directly quoting because I havne't yet figured out how to
keep Gmail from quoting the entire previous text from all correspondence in
the thread.  So here are my points.

1. The war is dedicated to Susan.  I endorsed the idea, but may not have
been emphatic enough to register.  War 13 is hereby dedicated to Susan
Garrett.

2.  I -- McLisa, as listowner -- said in the beginning that this war should
go back to the first wars, with less structure. This is why we're not going
to require play be factions this time, or have the characters' factions
control their participation. Also, this is why attacks do not require
advance notice or consent, as long as the attackee has a permission slip for
playing in the war onfile.  The point is to have fun, not to win for
ourselves or the characters.

2.No malicious attacks or attacks that are intended to hurt or embarrass the
object will be allowed. Don and I, as always, reserve the right to step in
and stop the war if one does.

3. We reserve the right to stop the war if, in our judgement, it's
developing an unpleasant or malicious tone.

4. This time the WM will be required to refer any proposed punishment,
especially any removal of a player, to Don and me. Out concurrence will be
required before such extreme steps can go through. I assure you, nothing
like this will be done lightly.

5.Don suggested, "The WM should NOT have absolute power."  The absolute
power will be only over the storyline and infringement of the rules. The
rules will be posted later and will closely followed Susan's list. For
decisions involving players outside the story of the war, see my point 4
above.

6. Don suggested the WM's decisions should be appealable to Don and me.
Because any punishments/removals will be done with our concurrence, there
would be no point in appealing those. For anything else, the WM remains the
final arbiter.

7. [I don't know why GM insists on putting this in a different color.
Sorry! ] The WM is traditionally anonymous because some people are not
comfotable running a war as themselves. This time, I think Don and Iwilll
offer the author of the chosen premise, who thereby becomes WM, the option
of doing so as him/her self.  Please note that it won't be either of us,
since a previous war made it clear that trying to be WM and listown, or lead
a faction, was not a good idea.

Anyone with an idea for the war story-line, now's your chance to send it to
me, mclisa1014@g......., and Don, argent@comcast.net. We both need to be
copied, since we make the decision together.  Please _don't_ post your
premise to Forkni-l.

If you haven't done this before, it would run something like this:

Characters start disappearing and turning up in unexpected places in and
around Toronto, then reappearing with delusions about who they are. The rest
of us rush to intervene.  Then the delusions start spreading to us.

If your premise is the one chosen, you become War Mistress of War Master. If
you want help, you may then, in consultation with Don and me, appoint one or
two assistants.

Please note that all discussion until the premise is chosen will take place
off list.

Will, I'm going to go out on a limb here and ask you this....  if you're the
only one having consistent problems, then shouldn't that be setting off
alarms for you?  IF the WM has changed every time, and you've had problems
with each and every one of them, then something tells me that it's you that
needs to change your behavior, not everyone else.   Does it mean you need to
stop participating?  See previous line for a hint.

You know what?  It sounds like you're upset because you got called out on
your behavior, and it reminds me too much of my five year old.  Go to your
room, dude.  Come back when you're ready to play nicely.

I'm thinking this should just be let go for now because I'm not sure
anything is being acheived here.

I'm confused (sorry....).  Does this mean that faction playing is optional
or does it mean that it's being done away with?  I'm sure I'm misreading it,
but I needed to ask.
