As both Laurie and McLisa point out, FKFIC-L (the list) never shut down. However, *archiving* fanfic seems to be more complicated story. Basically, I've got references in May about: (a) a recently defunct FKFIC-L **website** run by Darkangel for "about a year or so" (b) possibly a JADFE archive, run by James and Darkangel (certainly the JADFE list existed) (c) the FTP site, run by Cynthia Hoffman, reported at that time to be temporarily down for modifications (d) a very new fanfic site, run by Mel Moser, which at that point only had a few stories from April And I'm trying to get all this sorted out! These pretty well have to be the same transcripts that were later on Mel's site. Certainly the names of the transcribers are the same. (It can't be Mel's site that's referred to here, though, since it wasn't around "a while back" but had only barely been started.)
