That is nowhere stated in canon. Yes, Nick speaks Mandarin, but there's nothing that says he didn't learn it by visiting China in his long existence. One thing that aids vampires is their extremely good memory. If you don't have to drill vocabulary, and can remember the rules of grammar, it would be much easier to learn a new language. Someone in fanfic might have come up with this "whammy brings instant language" theory. As for Vachon understanding French, there's no reason why he couldn't have learned it somewhere along the way. Remember he was in New Orleans, where he picked up Urs, and was palling around with a guy with a French name. In Blackwing the flashback is to the very early days of Europeans moving into Canada, and the land of the Mississauga. There were likely French voyageurs there. I'd have to go back and rewatch it to see who it was that Vachon was fighting against---wasn't it the English?
