It is a company CustomFlix, that sells dvds of television shows.. to order. The article says it makes more sense for cult television shows that have a smaller audience and would not have the sales of a mainstream show. The dvd is only made when someone orders it, and therefore there is a smaller upfront fee for the company. They are also thinking about doing it for current shows - like if you can never watch a show at the time it is on, you can order the dvds right away and watch it whenever you want.
